Job Purpose:

  • Define the technical solution for the Puerto Rico new Core that will allow the network to operate without any dependency.
  • Support the integration process identifying and implementing Mobile technology and Telecom best practices that can be adopted by LLA.
  • Facilitate communication among project teams.

Key Accountabilities:

  • Lead the overall design & technical implementation of Puerto Rico Mobile Platforms required to achieve a fully independent network operation, assuring service continuity and seamless customers migration to Puerto Rico Core.
  • Act as Design Authority for the technical solution and migration process.
    • Propose high level designs and general systems architecture for the new core network.
    • Review and signoff low level designs provided by vendors.
    • Design the detailed customer migration process current network to the new LLA network.
  • Identify and implement Telecom’s best practices that can be adopted by LLA.
  • Provide advice on USA specific regulatory matters that may apply to Puerto Rico new Core Network
  • Document the proposed technical solutions.
  • Document the migration process.
  • Define SIM and devices strategy aligned with network strategy and with overall LLA network strategy.
    • Determine SIM Homologation and device homologation requirements to be exercised by the operations teams during the SIM and device homologation process
  • Assess and manage capacity planning while transitioning to the new Core Network.
  • Build and manage vendor relationships, in order to get expedite access to the best information sources and to the right people within the vendor to get support for new projects and existing installed base.
  • Manage baseline configuration by defining the default system parameters
  • Guide roaming contracts implementation by providing all the technical configurations and technical requirements to the operations teams.

Knowledge & Experience:

Preferred education/ qualifications:

  • Bachelor level, Information Technology and/or comparable technical engineering degree.

Knowledge & Experience:

  • Ideally educated to degree level or alternate appropriate industry experience with 10+ years of experience in planning, engineering of operations either on an operator or a vendor.
  • Demonstrable experience of working in a large telco in a complex operational environment managing cross-functional teams.
  • Previous experience on telecom’s engineering or support teams is required.
  • Proven experience engaging effectively with executive and senior level management.   
  • Experience and appreciation of working in a customer focused environment essential.

Skills & Abilities:

  • Proven operational capability within Mobile Technologies having planned, designed or deployed large scale projects for a mobile operator or a vendor of mobile network technologies.
  • Has the ability to effectively communicate at all levels, translating complex technical language into high level executive narrative.
  • Ability to drive improvement programs across diverse and complex environments.
  • Proven ability to establish and maintain effective internal and external working partnerships at all levels through a collaborative approach.
  • Demonstrate strong influencing and persuading skills, encourage colleagues and teams to change established processes and achieve improvements and best practice.
  • Timeliness in all actions with quality consciousness towards services received and provided.
  • Strong written and verbal communication skills, ability to form strong business relationships across multiple locations. English and Spanish required.
